Worthington Chamber of Commerce Update
Chamber President and CEO Matt Lofy delivered his final update to City Council, as he will be moving on after four years leading the Worthington Area Chamber of Commerce. Lofy reported the Chamber maintains around 550 member businesses representing between 16,000-17,000 employees, though membership growth has slowed due to economic uncertainty and tariff impacts on small businesses. He celebrated the historic revival of Leadership Worthington, which will welcome its largest class since 1996 this October, and shared concerning stories about businesses leaving Worthington due to a lack of suitable office space and housing affordability challenges.

In response to citizen concerns about the study being too "auto-focused," city staff confirmed that pedestrian and bike options are a key part of the analysis and that a member of the Bike and Pedestrian board will join the design team. Other updates included a report from the Cemetery board, which is considering a request to use the Walnut Grove Cemetery as a location for the deer management program.
Budget Housekeeping
Council unanimously approved Resolution 32-2025*, transferring appropriations between budget line items for the police, fire, planning and building, and parks and recreation departments. This routine measure moves funds from lines with excess appropriations to those needing additional funding without appropriating any new money. Council also introduced Ordinance 25-2025** to formally accept the property tax amounts and rates determined by the budget commission. The ordinance was scheduled for a public hearing on September 15th.
