Katy Brewer Recognized for Four Years of Thoughtful Service on City Council

Council honors Brewer for initiating vision implementation teams and championing diversity and equity initiatives

Worthington City Council unanimously passed Resolution 60-2025 on Monday evening, recognizing Council Member Katy Brewer for her four years of dedicated service to the community. Brewer, who served from January 2022 through December 2025—including two years as City Council President Pro Tem in 2022 and 2023—was celebrated for her thoughtfulness, compassion, and commitment to advancing the city's vision.

A Legacy of Vision and Strategic Planning

The resolution highlighted Brewer's service as council liaison to the Municipal Planning Commission and Architectural Review Board in 2022 and 2023, and as a city representative on the Community Improvement Corporation Board in 2024 and 2025.

Brewer is credited with structuring the city's strategic work by creating seven "Vision Implementation Teams." As co-chair of the diversity and equity team, she championed initiatives to diversify housing stock, reform mental health crisis responses, and improve the accessibility of city communications.

City Manager Robyn Stewart praised Brewer's contribution: "Your idea around the vision implementation teams to focus on each vision, to engage each of the council members with that effort, and our regular conversations about how we can make those achievable and realistic to implement—their work was invaluable to me and to this city in terms of trying to think through how to proactively advance our visions."

Stewart added that Brewer had been "a calm, thoughtful presence" who "really sought to move the community and the city forward." She presented Brewer with a framed display of her council nameplates as a keepsake.

Gratitude and Reflection

In her remarks, Brewer thanked her family for their support through five years of service including her campaign, acknowledging the sacrifices they made. She expressed gratitude to residents who supported her along the way.

"This has been a very eye-opening and meaningful last four years. There have been very good things, there have been very difficult things," Brewer said. "I know we've had a lot of hard issues to talk about. And I know I gained support, I lost support, but I just do want to thank everybody who, at some point during these last five years, supported me. I could not have done this without you."

She also thanked her fellow council members and staff: "We may agree on things, we may disagree on things, everything in between, but you have made these last five years absolutely wonderful."

Colleagues Pay Tribute

Council President Pro Tem Beth Kowalczyk praised Brewer's approach to public service: "You have brought thoughtfulness, compassion, and a genuine desire to do the right thing to your service on this council. Your ability to see issues from multiple perspectives—in true lawyer fashion—ask hard questions, and engage respectfully with everyone made our work stronger. Our community has benefited from your voice, and I'm grateful for the integrity that you brought to this role."

Council Member Pete Bucher thanked Brewer for the long nights away from family, including missed hockey practices and games, and called her a friend.

Council Member Rebecca Hermann, visibly moved, kept her remarks brief. She noted that she had written her thoughts in a book to give Brewer instead. "But thank you for everything," she said.

Council Member Amy Lloyd thanked Brewer for stepping up and leading "during some challenging issues that we've dealt with as a community," adding that she looks forward to continuing to raise their children together, as they have two exactly the same age.

Council Member David Robinson reflected on their shared experience: "Some things have been difficult, but I say honestly I'm very glad to have met you and to have served with you and to have gone through what we've gone through together. You left a lasting impression on my life."

Council President Rachael Dorothy concluded by thanking Brewer for her work on the vision implementation plans: "It's been an honor and pleasure to work with you and definitely to be able to work through the vision implementation plans that you helped create that you had the idea to implement, and I'm so happy that we've been able to carry it forward. It's been a pleasure to serve with you."
